Resources and the high seas
How is a resource transported over ocean? Harbors? Trade routes? Or airports only?

To get a resource across water, you'll need either a harbor or an airport.

Are there any resources in the ocean as well? Are there any ocean-equivalents to the worker-colony, like ocean-based oil-rigs and floating fishing-factorys? It could work - just put a worker on a ship; move out to the ocean-resouce, and perform the "establish colony" -command.
