The current info we have had is of the officially unofficial kind, i.e. Dan told us the biggest size of map that the editor could handle and mentioned that 16 player games might be possible even though the interface was coded for 8 in places.
In both these circumstances it sounded like Dan gave us the maximum possible. If the editor can't draw bigger maps then we're stuck until someone writes a new editor. Similarly if the game can only have 16 civs selectable at one time then we are stuck on the max player issue. Until someone really starts rooting around in the files we won't know how hard it is going to be to avoid the restrictions.
