Start near a river: Turtle up

It appears over some of the cities that there's smog building up, specifically, Rome, Elphantine, Ravenna, and Neopolis, does this signify pollution or factories? Pretty cool either way though, the map reflecting the actual situation of a city like that.

The governor screen has all the option one could hope for. You can definitely zoom in and out. Something I was unsure of.
