different governmental eras?
are there different "levels" of government?
i noticed some of the screenshots say "Despotism" in the ADs, so it's either 1 of 3 things.

Yeah, it appears that the playtesters move at a snail's pace in terms of tech research and empire development.

I still want a modern day Despotism govt option
like Military Junta, where the production and research stink, but there is military aplenty.
Actually, I am just dealing with those emotional issues of loosing Fundy from Civ2. What will the Zulu nation do now?

I like that Christmas thing in your signature.
Play-testing is basically a bug-hunt. I don't think Firaxis cares about building an awesome empire to please people who drool over screenshots. I think they care about making the game fun and bug-free.
