A thought i had today (relating to culture and religion)
Well, it's OBVIOUSLY much to late now, but just an idea i had that i wanted to get feed back on.
Culture is in the game, religion isn't. . but if religion WAS in the game i could envision it working similarly to culture. Culture and religion would be tied to what governments you could have. (other governments could be tied to other things, but they wouldn't necessarily have to be)
If a civ reached a certain level of culture, they could switch to the government "nationalism". .
if a civ reached a certain level of religion, they could switch to the government "fundamentalism". .
both of these governements would of course have their advantages/disadvantages, but they'd only be opened up if the civ met the certain level of religions or cultural achievement.
This would simulate either the richness of culture a civilization has. . possibly contributing toward nationalistic feelings. . or the level of religiousness in a civ, contributing towards a religion controlled government.

Well, that's all fine and dandy about your idea of Gov being related to culture and religion, but how does one create religion? Is it the same way culture is done, build temple get religiong points? If so it seems kind of repetitive, sorry.

If done the same way religion is done, then yes. . but it doesn't HAVE to be done the same way. . .
anyway, it was just an idle thought on how the governmental systems could be based on something other than just the tech you've researched. civ3 will be great, i'm sure.

It might be possible to add a part of what you said in it. You could use the editor to make a small wonder that made your citizens feel all nationalistic when you reached a certain culture level, don't know how you would do it with religion though. Just a thought

On the early days of announced "culture" we guessed a lot, starting from early details released.
For a few months it seemed Firaxis was testing a system when different buildings (and may be acting) was used to model culture:
religious buildings > more religious related culture
scientific buildings, high rates of money on research > more scientific related culture
military buildings, plenty of military units, frequent aggressive wars > more military culture
economic/industrial buildings, more money to treasure > more commercial/industrial culture
and more example come to mind
According to similar model, you'll have the same Culture, but with nuances of Religion, Military, Scientific, Industrial... That will have a fall out on your Civilization vs. others for alliance, trading, etc.
Probably they chose to simplify the matter, or maybe they never tried this model at all
