It gives the CSA, Britain, and France heavy artillery via events instead of field artillery, which will enable them to conduct offensive operations.

USN Smashes Rebel Army
The United States Atlantic Fleet has smashed an entire Rebel Corps outside Richmond. In a lengthy bombardment the mighty 14 inch guns of the USS Pennsylvania smashed no less then four Rebel divisions! Following this great victory, several batteries of artillery were landed on the shell pocked beaches and swifly marched inland to reinforce the defenders of Richmond.
