Everything is peacefull and serene in prosperous, peace-loving India. Its business as usual for civilians, soldiers and holy cows alike.
By the way, those border guards are not out there, soaking up in the monsoons for no reason whatsoever: any trade goods will have to be cleared through customs.

Dear APEC, we may have a border dispute here. Your city's area overlaps with mine. Besides, these aren't infantry units. These are border guards. They have to be there, to block illegal trade routes. My other option would be to start cutting railroads. I may choose whether I want my railroad network connected to yours or not.
So, send me the specific coordinates where you d' like them to move to (provided they stay on the road, for the reason mentioned) and we 'll talk about it.
BTW, I assume 2 tiles off anybody's coast to be national waters, so unless you have signed an alliance, request permission to enter.

Come to think of it, the border guards at 120,74 north of Dacca are not in that city's radius, and according to any map that corridor is Indian territory. So they are not moving.
The detachment west of Dacca at 119,79 may move to 118,80 directly southwest, if you agree not to let smugglers use the river nearby, to reach Calcutta.

Your deal sounds reasonable. Except are you trying to block free trade into India and attempting to charge tariffs? If so APEC has no interest in trading with you anyway.
