I found out that if you edit the file "civ3mod.bic" in the civ3 folder it will edit the default rules.

There are two ways to start a golden age. Having your UU win a battle or build a Wonder that fits both of your civ-specific abilities. I am playing the English and built the Colossus, which started my golden age.

As the Germans, I got my golden age in like 300 BC. I'm not sure what triggered it, but it was shortly after getting my first leader. I was a little upset...I wanted it to happen much later!
Given this, most players will probably have early golden ages rather than later. Unfortunately, you are not given any notice (as far as I know) when other civs get theirs. In fact, having an embassy doesn't seem to allow anything but expanded diplomacy. You aren't notified when other civs discover new techs or switch governments.

Would have been nice to know when a civ was having is golden age, when getting techs and switching govs would have been nice also
