Ok, so I am not sure exactly how it works myself; but with a little thought, I think it will be straightforward.

It's pretty straightforward, for example:

Chance of Successful Propoganda- 3%
Resistance Chance- initial: 90% continued: 80%
means that they have a 3:1 culture advantage over you, and are thus disdainful of your culture. Attempting propaganda against them yields only a 3% base chance of success. Chance of resistance means that if you take one of their cities, the chance of resisters in the city is 90%, and each turn there is an 80% chance that each resister will continue to resist.
Now, contrast this to the other extreme:
in awe of
Culture Ratio- 3:1
Chance of Successful Propoganda- 30%
Resistance Chance- initial: 40% continued: 30%
This means you have a 3:1 culture advantage over them, so they are in awe of your culture. The base chance of using propaganda successfully is 30% now, and taking over one of their city gives you a 40% chance of resistance, with a 30% chance that each resisting citizen will continue to resist each turn.
So basically, the more culture advantage you have over another civ, the easier it is to take over cities, quell resistance, and execute successful propaganda runs.
