so far i have played 10 years i havent ran into any major problems. One question though, did how did you intend the scen to play? I mean is it total war or a diplomatic setting??
Will get back with more as soon as I know more.

I've just checked your scenario out and I have only two remarks so far:
First of all, I think you should not forget to include pedia.txt - even if it's the standard one delivered with Fantastic Worlds it will make it easier to understand the various changes you made regarding the tech-tree and the units.
Of course everyone could do it for himself, but it's unnecessary work and spoils the (otherwise quite good)first impression for the player...
A real problem:
When I took a first glance over the units, I discovered that Civ2 won't recognize the high movement rate of the V2-unit - there will occur a negative movement rate which means the unit will be actually immovable.
I think the maximum movement rate is around 34 or so, but you should better test it...

As sad as I think it is because I am such a fan of Prussia, it is probably impossible to make a scenario that would cover this period, primarily because such a thing would require a peaceful absorbtion of the other German states. Using special units and multiple events/rules files is the only way I can think of to really do it. Hey, that's a good idea. I might do that, or has it been done?

Ok, I just finished playing as the Austrians.I love the terrain and units but there are a few mistakes that detract from the game.
No pedia.txt
Always include this file.
Map Is Too Big
You really don't need a map that large. Use the standard mp of Europe from the WWII scenario. And take a look at the Napoleon scenario off of CiC to see how the cities are set up in relation to eachother.
Turkey, Greece and Spain are empty
You've got to fill in these areas with either Barbarian cities or the Neutrals. This detracts from the historical accuracy of the scenario.

This really isn't needed, but i'm just picky.
Neutro-Germans rename
If your having the independent German states as a single nation then the proper name would be the German Confederation. However, if you use this nation to fill in the gaps of Spain, Turkey and Greece the they should be called the Neutral Alliance.
Other than those few things the scenario is great.

Check out one of Microprose's CiC scenario's paths and copy the pedia.txt into the folder of your own scn.
If they're missing, update it with the CiC patch delivered by MPS.
If you've done that, it should be easier for new players to follow the tech' development and to perceive other changes, too.
As the next step you can edit the text file, which would add some individual atmosphere to the gameplay (especially if you also change the advice.txt), but it's not as important as the pedia.txt file itself.

Or you can copy the pedia.txt file from the main Civ2 directory to the scenario directory. This will also work.
By not having a pedia file the game refers to the Civlopedia which lists all original units and sometimes causes the scenario to crash.
By adding the pedia file the Civlopedia will now list all units YOU created.
You can also edit this file to display a brief description of improvements and wonders. However, unit descriptions cannot be included.
I'm looking foward to an updated version.
