Embassies, how do you make them?
Well I got my civ3 in the mail yesterday and im tryint to establish an embassy and im starting to cry cause the books directions are so vague. It says to establish an embassy click the foreign ministry icon on my capitol city. Ok, I have no problems with that, but what is the foreign ministry icon, and how do I click it on my capitol city? The only icons I see are fortify and irrigate and the like. Please help me out, the game is great so far but as most know or can imagine, embassies are a pretty big part of the game.
PS. I do have writing and contact with other civs. All of which I am at peace with.

On the unit box in the lower right of the main screen, there should some very small buttons with letters on them along the right edge. Click on the one with the "D" to bring up diplomacy options (either contact or establish embassy). You'll need some gold in addition to writing and having contact.

Ok, I did that, but the screen where you select what civ you want to establish an embassy with didnt come up. And how do I click that on my home city?  All it does is bring up regular negotiation screens that I can reach though my advisor.

I use shift+d for the diplomacy of making an embassy. I found it trying to disband a unit.  I had no problems with it at all.

Its a completely bizarre interface (esp. considering most of the rest of it makes sense), but I was able to establish embassies by clicking the little star to the right of my name on my capital city.
Remember, its only after you have writing.

Easiest way (but 100% not intuitive) is to double-click on the star next to your capital city's name. A menu will pop up showing which civs you don't have embassies with and asking if you want to establish them.
Keep in mind you A) must have writing and B) can't be at war with a civ to set up an embassy with them.

The star deal worked. Could they have made it alittle more obtuse? They dont even talk about it in the manual. Oh well. Thanks.
