Help on Tutorial

I don't know how many of you seen the Tutorial, but in my review I have to write, one of the sections is on the tutorial. In starting it last night, it gave me good help on the Domestic screen but then it stopped helping me. I guess I expected it to guide the user along all of the screens (like it did the first one), as well as tell the user what to do next. Did I miss something or a setting, or is the tutorial purposely freeform?

The tutorial isn't much. It just gives advice and doesn't really restrict you or anything. It does give useful info once in a while (for example, if your unit moves next to a luxury, it tells you to establish a colony or build a road)...
