Spies?
Ok, I have built the intelligence agency and still cannot plant spies. I can investigate cities, and steal tech, but can't do any of the other stuff. What am I doing wrong?????

Took me a while to figure this out too...double click your capital city icon like you were going to establish an embassy. You should have the choice of embassy or spy. Then, when you go to do espionage you should be able to do spy stuff or embassy stuff.

click on MY capital city? When I do that I get the city screen. When I click on the capital city of an opponent, I get the option of investigate city or steal tech and that's it. Did I miss something?

Don't double click on the capital city itself, double-click on the little star next to the city name (on the main map).
