Surplus food 9999

I have several cities that won't grow beyond a certain point. After it reaches size 6, it stops growing. I have surplus food, however the city display shows 'turns until growth' as 9999.

Other cities seem to grow just fine, with the same buildings as the cities that won't grow beyond six.

I'm unable to find anything regarding this in the manual.

Cities on rivers can grow beyond size 6 (up to 12 I think). Cities NOT on rivers require an aqueduct, again until size 12. Beyond size 12 I think you have to build a hospital.

If the city isn't beside a river it needs an aqueduct to grow past 6. all cities need a hospital to grow past 12.

Thanks!!! That saves me mounds of frustration.

It should've been obvious to me, but I'm still shaking off bad habits I acquired from playing the CTP series.

It's been awhile since I last played Civ1/2
