Is it possible to change RR movement?
Is it possible to change the RR moving rate? (I like to use roads AND RR in a scenario, but it shold be early RRs...) I think, there is no way to change this, but CIV2-vets could have find one...?

Still no. Not even in ToT. It might be possible to hack the civ2.exe file but even then...

I don't see no way to change the rules or to hex edit for the railroads.
The closest you can come is, at least in rules.txt from Civ2 ToT, to modify the road multiplier. But not the railroad. But if it does modify only the roads and not the rivers, maybe you've got a little idea. Rivers, with new graphics, could be roads and roads could be railroads.
Another, very complicated way. Once railroad is discovered there comes new units with better movement rates. But that's not very satisfying. So here's my, I think, best suggestions.
What kind of scenario are you planning to elaborate ?
One could imagine that water is railroads and transports are trains. You could even have differents trains then.. Some terrains (for example jungle) would become impassable for most units (by movement required, or by an option in civ2, at least ToT) and would then be the new water. Lot of work with graphics, but it could do the trick if the oceans are not playing a big role in your scenario.
I hope it can help, but I don't see no easy solution.

Good ideas, Julius. But it seems, this must wait for the next time.
- "Lot of work with graphics" - not a problem. (Look at http://www.civ2.gamesweb.de if you like to have a look at some of my unit-works. [Its not my homepage.])
- The oceans are playing a BIG role in the Scenario. The the scenario should became somthing like a Colonize-Scenario but up to 1850. I have it allready changed. Now it goes from 1650(?) to 1763. Whitout RRs. But I dont know, if it will be finished by me...
- And its "only" a FW-Scenario.
