Increasing Production

I was just wondering if there was a good way to get better shield production. I am currently dead last or 2nd to last in productivity in my game and it doesnt seem like I should be doing THAT bad....I was just wondering if I got unlucky with my starting spots or is there any advice that could help my production?

mines? building some cities near mountains/hills?

Build mines on your grasslands until monarchy since most of them will only produce 2 food anyways with or without irrigation.
