Ever find that those cities that defect to you to be positioned poorly? The expansionist AI will take advantage of any spot, no matter how terrible to build his cities.

In my most recent game I got a city in the middle of the desert, however, rather than simply rebuffing the rebels, I took the city.

Then sold it back to the Egyptions for a handsome profit.
There's no reason *NOT* to take a crappy city, you can just sell it back!

Im more and more convinced cultural/economic dominance is the pathway to victory.
