You CAN disband cities!!
I just did it! Rather by chance actually. You can starve down your cities to population of 1, then... create a worker!
The settlers don't disband the cities, but the creation of a worker with that last pop-point gets a prompt from the domestic advisor.

The city goes bye-bye. It's actually in the manual somewhere, I remember reading it.

i just tried it and there is a pop up from the advisor if you build a settler in a city with pop 2, allowing you to disband the city effectively..

The trick I believe is that the popup to disband only comes up if the city has 0 growth, otherwise it seems to just wait till it grows then make it.

the city i tried it on is what you described... 0 growth and 2 pop
the manual/readme/civilopedia should really of had more information I think

Ok, this is all good to know.
There was some confusion and doubt (by me included) that cities could be disbanded at all; but it seems we have sorted that out here.
