Irrigating grassland ?
According to the manual irrigating grassland should give one extra food (3 vs. 2 w/o irrigation) but that doesn't seem to happen in my games?

Do you need a tech advance or something to take advantage of irrigated grassland ?

Despots do not get the full advantage of food improvements that take a tile over 2 food income. This is not a new feature. If you irrigate a tile that can then produce 4 food (wheat, cows etc) you will see an income of 3. The effect disappears when you change to any more advanced government.
