Minor (convenient) Diplomacy flaw
In my current Regent level game, I was trapped without any fresh water in my part of the continent and I had to irrigate it in from enemy territory after they took it part of the way.

The problem is, I didn't have a right of passage agreement and I was still able to irrigate through their territory, what's more I destroyed a mine to do it. Apparently destroying mines by irrigating isn't considered "hostile" although as soon as my worker left his worker returned to replace the mine.

So, while I'm glad to get my water at last (in the AD) I think that destroying mines should probobly be a causis belli. What I did amounted to pillaging a mine.
