where is the city.txt file?

I want to edit the city.txt file for a scenario I'm trying to create but I can't find the city.txt file. There doesn't seem to be one in the directory for my scenario. Can anyone help?

Normally, the city.txt is in the main folder of civ2, so you can copy this file to your scenario folder to edit it. Or you copy a city.txt from another scenario to your folder...
