Why not change cities like events-files?
In some Scenarios (Red Front for example) there are different events-files (for a new year or a season) and at a special point the player has to start a programm to change the events, terrain and rules files.

But why nobody thought about changing the cities file like that? For example in a scenario about the downfall of the soviet union, there could be a special city, and if this city is conquered by separatists, the player would have to start the programm, and this would change the flags. The soviet flag, could be changed in the russian flag.

I think there are much historic scenarios, in which this could be useful.

I never thought of that. A bit complex though. You would have to have a different file for almost every situation, though.

The only problem is that you'll wind up with too many event files....
