Trading Technology bug?
Greetings,
As always when reporting a bug it is difficult to know whether it's a bug in the game, or my understanding of exactly how the game works... Here's what I think is going on...

I can't build a military academy... ie. it is NEVER an option on my build choices.

I have Military Tradition... and more than enough barracks. more than 5...

However... I gained military tradition through a trade with the AI.

I'm playing as the Americans.

Is there something I'm missing? Or is this a bona fide bug?

You need a leader before you can build a military academy.

I'm not sure whether you just need to build an army or also have to have that army win a battle, but its something along those lines. I haven't yet gotten a leader and I must have won at least 30 battles with elite units and I have rocketry. This is getting annoying. I really would like it if there was a certain number of battles with elite units that will automatically give you a leader. That or it should be possible to build armies without having to get that initial leader.

Leaders are simply too rare.
