I rarely put my luxuries above 0%. I like to trade for luxury resources, built marketplaces, cathedrals, etc. Even in demo.
Should I be cranking it up, and looking for WLTKD? I hear this combats corruption, but how much?
I just dont like taking commerce off of science and taxes.

It all depends on everything, most importantly which government you're under. Some other things to take into consideration is your civ, your goals, etc etc... You gotta be more specific here.
