City food/shield bonuses
A terrain type that can't be irrigated (or mined), but does have a non-zero bonus will give a city a food (or shield) bonus. A city will only get a shield bonus if the terrain it's built on has a zero food bonus:
Grassland, 1,2, 2,1,0, no, 10, 5, 2, For, 0,10, 0, Hil, ; Grs
In the line above, grassland can't be irrigated. A city built on grassland, however, will get the 10 food bonus. The number of turns and the minimum government level to build it don't matter in this case.
As mentioned in the manual, cities automatically have their city square (not the squares in the city radius) irrigated/mined. This causes the city to gain a food bonus that cannot be acquired in any other way. This same principle can be used to create irrigation/farmland/mines (when building a scenario) that cannot be rebuilt after that particular tile improvement has been pillaged. Furthermore, building a Supermarket will give an instant 50% bonus to this city square's food bonus.

Could you clarify on how to create the tile improvements that can't be restored after being destroyed?

Use the Cheat Menu to "Change Terrain at Cursor".
Check off the mining or irrigation/farmland you want the tile to have.

A small addition:
Swamp, 2,3, 1,0,0, Grs, 10,15, 6, For, 0,15, 0, Pln, ; Swa
The above line is only different from the original Swamp terrain properties in that irrigation gives a 10 food bonus. However, this bonus can normally never be taken advantage of, because irrigating Swamp turns the terrain into Grassland. Building a city on Swamp will give the 10 food bonus, which will be lost if the square is turned into Grassland.
