Right of passage?
In my currant game, I maintained a very peaceful relationship with my close neighbors and wound up agreeing to mutual rights of passage. I soon regretted this because a) it didn't do me much good and b) they both proceeded to create a huge traffic jam within my borders. The most irritating thing they do is to stand in the middle of the road when I'm developing new areas, thus forcing my settlers, workers, and troops to take the long way round. I finally got so POed that I decided to terminate the agreement but, unfortunately, there doesn't seem to be any way to do this. The manual says that this agreement lasts for 20 turns and then expires automatically but I've never received any notification of an expiration and they just keep getting more and more pestiferous. It seems like the agreement is still in effect (and it's been considerably longer than 20 turns) because the option to ask them to remove their troops is still not available. Am I missing something? How do I stiff-arm these guys without declaring war? Thanks in advance for any insights.

Just contact their leader and cancel the deal.
