Once they've built the United Nations wonder, that just secures them a place on the voting ballot. They must win a vote (cast by all the nations), before they win the Diplomatic Victory. If you meet certain prequisites (read in the Civlopedia or manual), then you may be on the ballot as well.
I think if it's a tie, then the next vote is in 20 turns.

Turn it off.....
Turn it off in the options before starting a game. I don't know if it can be disabled mid-game.

My suggestion is a tad drastic, but it may work in your situation:
Start building nukes and let them have it. . .
(Although I think this action may rule out your chances of sitting in the UN)

The most effecitve means would be to build it yourself. You then get the option to hold it or not. Unfortunately this also means that it will continue to ask you, each turn. A fundamentally displeasing option.
I would reccomend letting them build it, and then burning the city around their ears as a lesson to the next ten generations that diplomatic victory comes at too high a price.

Just because it's built doesn't mean that the game is gonna end... I had a game and I built it... no majority was found in the vote... so the game just kept going...
