Orders names
Hi.
How can I change the names of the orders as they appear in the drop-down menues?
Changing rules.txt serves only to change the letter on the shield while they perform the order.
Changing menu.txt has seemed to have no effect.

You should look in the labels.txt file... Scroll down and replace those given commands with that of your own

You are very right. But the order I am looking to change is "Clean up pollution" and that particular one doesn't appear in labels.txt with the other ones.
aaargh.

In MGE, all that stuff is in "menu.txt."

Yep it's in menu.txt. But if you change it and put it in your scenario directory it has no effect.

That's it! I already had some suspicion, now I think I now what it is... It seems to be like city.gif (I mean the background screen for cities and not cities.gif): If you change it, it only takes effect if you put it in your Civ2 main directory, i.e. it will change all the game.

That's it exactly. You need to change the menu.txt in the main civ directory to change the menu, just like city.gif (not cities.gif.)
You can change the letter that appears on the shield when they are working in "rules.txt." I still don't know how to change the shortcut key. Editing menu.txt doesn't work.
