No coal in the whole world???
I don't know if this has been reported yet, but in my current game, I have a map in which coal does not appear ANYWHERE in the whole world.
To answer the obvious question, yes, I have discovered Steam Power. If you load my save game, you will see that I am presently researching Industrialization, for which Steam Power is a pre-req.
I don't remember if I suddenly see resources everywhere or only with opponents who can see the resource also and who have traded maps with me since they could see it. I've been giving away Steam Power and accepting any trade for world maps just in case, and I just don't think there is any coal on the map.

luckily it is not oil or something else important. (as you can see I can care less for coal- although I did build the iron works in my last game- a pollution producing dream!  )

Well, coal is a real hard one to see. So its probably out there somewhere.
And coal is VERY important. Without it you can't build railroads.

are you sure about that? I thought all you needed was the tech. I never really noticed if I had it or not. I never cared for ironclads.

hmm OK. i never noticed. I always have hills in territory, and coal always appears. It can appear on grassland too I think.

Coal appears in mountains, hills, and jungle.
The easiest way to find it is to press Ctrl-M and make all of the cities, roads, and whatnot disappear.
By the way, for the link up there, it appears my usual ID has been banned on this site. Replace the **** with s-h-a-g (without the hyphens)

I downloaded your file and took a looksee. I traded with the other civs for a current copy of thier maps and I found coal in England, France and Germany (Englands supply is on the small island NW of the continent) and in a small Japanese city. I found seven squares with coal in all. I think refreshing world maps might have been the difference.
This would have been a very bad bug indeed. But thankfully it isn't (Though not good news for Persia, no Coal anywhere near you) England, Japan and Germany have extra to trade.
