War benefits and leaders
I'm just wondering, how often does a leader show up? Under what circumstances will one actually show?
I've been warring the Russians for about 200 years now, and I have yet to get a leader. We're pretty much fighting to mostly a stalemate, with me having the slight upper hand (even though they think they're winning -- I am using swordsmen and I don't think they have iron to make them). The thing is, I can't end the war because I don't want to beg for peace (I'm winning!) but at the same time, it's slowing my infrastructure down and I'm not getting a leader at all to get at least a wonder or two. I should be getting Sun Tzu soon since I think I'm still the only one with feudalism, but still..... I want to end this war soon but it's not happening.
Any thoughts on how I can get out of this drain on production that's slowing me down?
