Diplomatic Victory?

How do I convene the U.N. Council? I've built the U.N. wonder and it doesn't say anywhere in the pedia or the manual how to call a vote. So how do I win a diplomatic victory?

A box pops up asking if you want to hold an election, the turn the UN wonder is built. Attached is a save of a game just before the UN is built where this does happen, which you can download and compare, if needed.

One thing you should check is to see if you disabled a diplomatic win before starting the game. You might have done this without realizing it, or may have forgotten if you did this purposely. If so, after building the UN, there will not be any elections.

If Diplomatic Victory is disabled, the United Nations cannot be built, IIRC.
