A possible solution would be infinite movement along rail but to give the system a certain capacity that would be linked to a railway budget function where you could increase or decrease the amount of money that was spent on transporting military units and therefore you could easily increase or decrease expenditures during times of war and peace, it would also make war more expensive, which would seem to be realistic.

It would also account for the fact that the main uses of a civilization's rail system in the game would be the transportation of its resources and the population, not for major military purposes except in times of war.

Just a thought anyway.
