Arm Sales
would it be nice to be able to build units and sale it to other nation, when they can't build them fast enough. We can make big bucks when two other nations are at war. That's what US and USSR do a lot.

The idea is interesting, but I would point out that in CIV a militay unit model as arms (e.g. tanks or gun) as soldiers that use them.
We can chose to extend the concept to loan units (namely "volunteers units", as in many wars happened) for politics purpose (support a civ to gain control of it as an allied or until it become a "Puppet state") or for money (e.g a favoreable trade pact).
OTOH, we can simply trade arms as a "hurry up" of units already in production in a city.
Using a trade screen we can "merge unit production effort" of one of our city to one of the customer civ. It will work as we temporary divert some shields from our to customer city, until the end of trade pact.
It should be easy to implement because a permanent diverting of shields is already implemented in CIV and SMAC.
At the end of every unit production, the unit will appear into the customer city or, if you think is more balanced, into the helping city (resembling the cash&carry pact between USA and GB at the start of WWII).
Do you think is a workable model?

My idea is that you can sale a unit while still building it, the buyer should give some down payment to reverve it. When the unit is conpleted, it appears in the closest city of the buy civ.
we can also put up units that are already built, but we have to put it to 'sleep' before we can do so.
Such kind of sale should be done through the trade screen.

You can do that now with CIV MP. I've sold units before. Build the units and than give that unit to another player for gold or whatever in a trade.
Are you talking about something else or just in a more detailed way?

such as putting units that's already
too old to serve to under-developed counry.
