Governor
Maybe u could have city tax and/or region tax. The money from here will go directly to your governors.
Governors should be able to focus on more things than in SMAC. Like
-Trade
-Growth
-Infrastructure
-Food production
-Industry output
-Warfare
-Exploration
-Health
-Science
-Tourism
and maybe a few more.

I agree with you 100%. Great idea.
On a similar note, I would like civ3 to have a main advisor that compiles the status of your civ in the different areas (economy, politics, diplomacy, science, military etc...) and gives a brief summary of what is going ok and what is going wrong in the different areas.
the report might look something like this:
food: we are growing enough to feed all our population for many years to come.
military: we need more soldiers and we need to upgrade our technology.
economy: we have a surplus in taxes.
trade: we are not selling any of our goods. They are going to waste.
etc...
Anyone who has played the game Pharaoh will see what I am talking about.
The main advisor is a necessary idea because it gives the player meaningful help in managing his/her civ.

I don't like the idea (a polite 'are you nuts?'). I tried the demo of SMAC, and I didn't like the governor fuction. The only thing it accomplished is that it give me nothing to do, and made it hard for me to take control of units.

I'm going 2 agree with Ada on this one. Players need something to do without the tedious micromanagement. If you don't want to do that kinda stuff, hey, that's what your domestic and military advisers are for...

Players have something to do.
Considering what area/areas a city should concentrate on is surely something to do and it's not micromanegement. Micromanegement is to build everything in every city on yourself. With my suggestion u just focus on what kind of improvements that are considered most important for the governor.

Governors should be in charge of regions in your nation/empire. Rome used a type of governors to manage their huge empire. There is no way that one capital can manage the massive expanse that is my empires. So, the best solution in my mind is to group a region. Each region would pool resources, trade, etc. and then as a group build units, enhancements, etc. This would be more realistic in management of a nation and it would then allow the non-city area (country) where most of the population of the world has lived until the 20th Century to finally be counted and be useful for something in a civ game.
