Is it a mystery, or am I just really dumb?

Does anyone know what this is? Open the folder "Text" in the civ3 directory and then open "basename.txt". It looks like a SMAC file or something...doesn't make any sense. What could this file possibly have to do with Civilization 3? I enclose a copy of the text below:

This looks like more stuff left over from SMAC, you can find more of that if you look around the files

Hm, maybe some dummy file/data they used for testing and forgot to remove?
