by accident i turn off civ-specific abilities and i just relized..is there any1 way to turn it on..is there any editors that can do that? thx!

It should just be an option under the rules customisation section of the game setup screens when you start a new game. I doubt you can do it in-game, as it were, you'd need to start a new game.

Note: "Should" here indicates that I can't check because my frigging PSU has blown up and I'm typing from the university's computers.
