Is there anyway to. . .
view what your reputation is to the global community, like in Civ2?

I searched the manual, but can't seem to find anything about being able to view how other civs view your own.

Nope

In the Civ 3 README.TXT there is a note that says the histograph has been eliminated. They were going to put it in Civ 3, but it was cut ... so no histograph like civ 2

Wha? No Histograph? I think you are mistaken. There is a histograph, but I don't know if what you are talking about is the same kind of graph.

there is no way to see your own reputation unfortunately... they left out alot of stuff like that. I like the reputation status. The foreign advisor is able to point out treacherous civs, but not able to tell you what others think about you. As for military might, there is some help from the military advisor, but not a broad based label as far as your power goes. One thing I missed was being able to see what tech your opponents had in it's own easily accessible window (not by opening up a diplomatic dialogue).

and where does diplomatic reputation and the histograph come together?

here is the info from the readme about the histograph:

"Enabled Buttons: The screen buttons along the right side of the Info Box are enabled based on your current situtation .... The Histograph button becomes available after the first 1000 years. "

and

"Histograph: The ability to display Histograph information by turn has been removed."

For the civs whose leaders can be seen in the Foreign Ministry you have to look at their faces. The faces vary from smiling brightly (when they love you) to a deep frown (when they are at war with you). Unfortunately if you play with more than 8 civs the ones you can't see you will not know about.
Something better than this is needed.

Something better than this is needed.
you can see the other civs boney1.... Simply hold down your SHIFT key and left click (or was it right click.....) on a leader portrait to be able to select another leader that isn't shown. It makes the whole diplomacy process a tad bit longer though.
