Yes its a bug, something was wrong with the events.txt file. The scenario isn't supposed to end in victory untill you caputre London AND 2 of the farthest Russian cities in the Ural mountains, I forgot which ones... But capturing London is very good, consider it a victory!

And I think that other Soviet city was not East Stalingrad, but Magnitogorsk.
It also looks like El Iskandariya was an objective to the "ultimate victory ending". Those're hard conditions...

I've downloaded it! It is great fun!! Well worth the hour I spent downloading it all.
edit: One thing though... the Shakespeare Theater wonder "STALIN" is unbuilt, and building it when playing as the germans is very possible! Did you forget to place it?

****!!! That's what happens when you release a scenario without having someone else playtest it. Go ahead an build it if you like, it was supposed to be placed in Stalingrad. Oh well. Please report all errors and I can release another version soon.

Allies get Modern Warfare the 2nd or 3rd turn, and it's under the philosophy slot, but the message is unchanged from "The Allies discover philosophy!"

There's an event for something to happen when the city "Budapest" is taken, but there is no such city! The Axis has 2 cities, "Buda", and "Pest"... so the event doesn't work.

I fixed the Budapest mistake, so here it is. It's not important until later on in the scenario though.
Thanks Marko, just an advantage of stepping away from the traditional european theater scenario and focusing on a small area. I don't think I could have filled up the whole map with 250 cities even if I wanted too.
And whats with these mean smilies with christmas hats?
