Altering Victory Conditions/Rules

2 questions:

1. Is it possible to alter the victory conditions (allowing cultural/diplomatic victory, etc. after you start a game?

2. After I've modified rules in the bic file, how do I get the computer to use them instead of the default rules?

I did do a search but maybe I missed it?

Also, general seems the best place to get questions answered. I have never had a problem with asking one here before. Is there something that makes this question special?
