industrious shields

So a question re: the extra shields generated by industrious. As far as I've gathered, this means 1 extra shield on city squares for pop 7-12, and 2 extra shields on city squares for pop 13+. Several questions there:

1) do railroads work on the extra shields? do you get increase production that way?

2) are these shields affected by corruption and waste the same way?
