Roads,highways,railroads
Roads,Railroads and Highways should be constructed between cities and maybe villages. If u have read some of my other suggestions u should know that i'm really not that interested in unit movements rate. The reason why roads and rail is built is for traffic, and traffic is mostly encouraged by trade, tourism and migration.
Let me give an example of what i mean. Let say u have two big cities near each other but only a small road between them. One of the cities don't have any other connection to the rest of the world which means that everything the city trade with other cities have to move on this small road. The traffic on the road is as high as it can get (and thus affected with many accidents)but u know that if u build a railway between the cities the traffic will be able to increase and so will the trade and tourism (and migration). The trade will (or should) in itself provide useful resources and goods that can be used in building new improvements etc.

I think both roads and rails should coexist. There are much room for development during the ages. Everething beetwen small paths and mega highways. Single rail track to double tracked "monster maglev" or whatever it can be called a few hundred years from now.
