You can, in fact, start the game without air superiority. And win it, too. However, it would be nice to have what the AI has. "The end of November" has passed; a new time prediction would be nice. Of course, an actual patch would be better.

Have someone find the PATCH UPDATE thread for you at the top of this page and to read it to you. Then, have someone explain calendars and weeks to you. Once you've gotten up to snuff, have someone explain eating cake and having it too. Best of luck on your journey to comprehension and consciousness.

If the patch update thread was more than just a revitalization of the 'Optimists vs. Pessimists' rant fest, I might actually suggest walldummer go there for the info he seeks.
As it stands now, that thread a digital inch from being closed.

Anun is right, that patch is 99% chaff and 1% wheat. It should be either closed or removed from the top of the list...

It gives him the information he allegedly seeks. Even my wife, a Phlegmatic, understands clearly from that thread both when Firaxis hopes to release the patch and what sort of contingencies might delay it.

From how I understood walldrummer's query, he seeks a more current update.
