Ideas for civIV
Ok maybe it is a little early, but I fiqured I would get the ideas out.

Religion - A sepperate factor all together, not governed by any country. Religion would act of its own accord, and you would get to pick what religion your goverment leans towards, wich might make minoritys unhappy, but also not leaning towards a religion might make it unhappy.
religions could include:
Jewdism
Christianity
Celtic/druid
Buhdism
islam
shinto
taoism
others?

Political stance - People need to play a bigger part in civ games. Here is my idea, have different polotical parties. Like a certain amount of your people would want Anarchism, democracy or communism. You would have to control these factions if you want a certain goverment.

Propiganda - This should play a bigger part in the game. The people should generate propiganda. For instance, if you backstab france, your people might not like that, and would try to convince more of your people that what you are doing is wrong, a whole new force to counter.

Nationality - Immagrants and Aliens(no not the super natural kind) should play a big part. If you are the most powerful and richest country in the world, then other people will want to come to you. You control how many come in too. But this also alows for spies to get in easier.

This could also open up more options. You could add terrorists(no offense) to the game. Like for instance "Anarchists have destroyed the court house." that adds warfare with your self.

Also war seems to take too long, ww2 only lasted 15 years, yet war in civ3 can last 100's of years, a little unrealistic if you ask me, any ideas.

War does take a long time. However the alternative is to lessen the turn length to 1 month. 100 turns now equals 8+ years instead of 100 years. However the game would take even longer than it does now. Although I wouldn't be totally opposed to this idea because I usually keep playing even after the game has technically ended.

I like your propaganda and political stance idea. Although, I'm curious as to how the player might "control" the different factions?

What I'd like to see in Civ IV is a much better diplomatic model :
- closer ties between gov't of similar idealogy
- ability to trade units
- arms treaties (both conventional and nuclear)
- UN ablities to set up rules of war
- ablity to declare use of a certain weapon (ie nukes, bio or
chem) illegal
- ablity to declare actions such as intentionally attacking
civilians (workers, settlers) or razing cities illegal
- allows for members to decide what action should be taken in
response to an illegal act (ie sactions, war declaration)
- allows civs to kick another civ out of UN. (Builder of UN will get
first membership. Then the most advanced civ remaining also
gets a membership. Afterward the 2 members may choose to
add or remove members by vote)
- a civ with UN membership is required to follow all UN rules
(may break but risk being kicked out of UN) of war and delcare
war or inact sactions as voted by the UN.
- a non-UN member civ can ignore UN rules but risk action being
taken against them by the UN
- allows third-party brokered peace treaty and arms treaties
