I keep reading everywhere that the "editor" was used to modify buildings and units.....is this the map editor that comes with the game?? Because I dont see anywereh that youa re allowed to modify map/unit properties and stuff.>??

Yes, it's the same editor. If you uncheck "use default rules" in the Tools menu, you can then choose "edit rules" in the rules menu and change unit, building, civ and other stats.
