Umm, you can only trade for or steal technologies that you can currently research.

Seems to me I should be able to steal anything that they know, the operative word is "steal".

In Civ the theoretical knowledge of a technology is inextricable from the physical capability to manufacture end products. So you are prevented from stealing the tech that allows battleships or flight until you have the precursor ability to produce petroleum products or steel.
