Mines in Rocky/Mineral Bonus
So, in my latest game I found a mineral bonus on a Rocky square and built a Mine/Road to get 7 minerals BUT I didn't have Ecological Engineering so shouldn't I have gotten much less? I do have the Weather Paradigm but that shouldn't lift restrictions should it? Getting 7 minerals from a square in the very early going really helps in completing those Secret Projects...

The restrictions are lifted on those tiles that have special resources. This is one of the reason why finding a mineral-bonus on a rocky tile is insanely powerful in the early game.

Yeah, it is insane. My city had a population of 3 (stagnant growth) with a monument and a rocky/bonus/road and was cranking out those SPs.
