Favorite / Shunned Goverment

Could someone explain me how Favorite /Shunned Geverment option works?
Every time I play the game every civ switches to democracy as soon as possible. Even when editor clearly says they hate democracy! Is this working at all ?

I think it's to do with how a Civ percieves ANOTHER civ. If a civ shuns democracy, it doesn't mean it won't become a democracy itself; rather, it will dislike other civs that are democracies.

Strange, I know, but I think that's how it works.
