Corruption
Corruption seems rampant in CIV III, a few squares from my palace and the drop off rate is amazing. Courts quickly become useless. Even communism is no help.

I just hope the AI suffers as much as I do.

But, given the situation, why not make someting interesting of it. A city with a very high corruption value should be more likely to revolt.

Revolting should have a number of possibilities, such as going neutral or barbarian or even disbanding (the populance migrates to anyplace better).

The game should allow for neutral cities, which if there are enough, close enough might form a new civilization. I seem to recall 13 that did that.

Well in a way this already happens because a portion of your trade goes to luxuries. If a lot of your trade is gobbled up by corruption, people will be less happy and more likely to revolt.
