tournament 12/17 map resource

are new tiles of a resource appearing on a map random? i'm asking cuz i'm sure i have been able to get resources that depleted themselves to not disappear by replaying a turn or 2 earlier save and not doing the same commands so is getting a resource random too?. i have done this in 2 different games. its still very early in the game but this resource square changes the game completely. i didn't see anywhere in the tournament section to post this.
