What are the different peace options?

What's the difference between the two ways to offer peace? One says something like "My armies approach your cities, give up now," and the other is "I've overextended myself, will you discuss peace?" I've noticed that the AI won't accept the more aggressive offer, even when they're teetering on the brink of annihilation (this is on Monarch, and I don't betray much).

Not sure. Generally, i use the "id like to propose a deal" option, and if im winning the war, extort as much from the enemy as i can while getting peace. If im losing, then ill ask what they want for peace, and try to pay the least amount i can.
